Fukafuka is a seal that is dressed up as a tiger. He is usually the one that teaches Starfy and Starly how to use the Kigurumi. He has only appeared in the Game Boy Advance games.

Densetsu no Starfy 2

Starfy and Moe find Fukafuka in Resshi Lake (Stage 9-3). Moe greets Fukafuka and asks whether he moved from Sea of Ice but Fukafuka doesn't reply, so Moe asks Fukafuka if he didn't hear him. Fukafuka refuses to let Starfy use the Kigurumi because it is too warm, but he tells Starfy that he thinks he found some snow under the lake. Starfy later finds a Snowman through a maze of Ginji, so when Starfy returns to where Fukafuka is, Moe throws the Snowman into him, causing him to cool down. He then willingly lets Starfy use the Koala Kigurumi.

Densetsu no Starfy 3

In Densetsu no Starfy 3, he gives Starfy a flute to hand over to Shirosan, who in return lets Starfy take some of his sheep's fur.
