Fukafuka is a sea lion that is dressed up as a tiger. He is usually the one that teaches Starfy and Starly how to use the Kigurumi. He has only appeared in the Game Boy Advance games. He can only be met after beating the game once or exploiting the demo glitch in Densetsu no Starfy as he must be found past some Seal Blocks.

Densetsu no Starfy 2

Starfy and Moe find Fukafuka in Resshi Lake (Stage 9-3). Moe greets Fukafuka and asks whether he moved from Sea of Ice but Fukafuka doesn't reply, so Moe asks Fukafuka if he didn't hear him. Fukafuka refuses to let Starfy use the Kigurumi because it is too warm, but he tells Starfy that he thinks he found some snow under the lake. Starfy later finds a Snowman through a maze of Ginji, so when Starfy returns to where Fukafuka is, Moe throws the Snowman into him, causing him to cool down. He then willingly lets Starfy use the Koala Kigurumi.

Densetsu no Starfy 3

In Densetsu no Starfy 3, Moe expects him to give them the Kigurumi but he explains that in order to make it he needs material (Wool), something to sow with (the Sewing Set) and an accessory (the Curved Horns).

He found Shiro-san's dropped Oboe and hands it over to Starfy to give to Shiro-san. In return, Shiro-san lets Starfy take some of his Uruwool's Wool. Starfy must then give the Wool to Rockin' Baa, who gives Starfy a Sewing Set. Starfy must then give the Sewing Set to Saint Nak so that he can repair the tear in his Sack of Presents. In return, Saint Nak gives Starfy the Reindeer Band but this is not the right accessory. Starfy exchanges the Reindeer Band with the Jellato Sisters to obtain the final item that Fukafuka needs — the Curved Horns.

After Starfy returns to Fukafuka with the aforementioned materials, he makes the Sheep Kigurumi.
