The Pufftop Guards (Tenkai soldiers in Japan) are the guards of Pufftop. Because it is so peaceful, they aren't very strong and don't train much. They have appeared in every Starfy game. In the GBA games, their outfits appear red. While in the Nintendo DS games they appear more pink.
