Koutarou Shinoki (Japanese: しのき　こうたろう) is an artist and likely an employee of TOSE. He worked on the 'Design' in all five The Legendary Starfy series games and was the character designer for The Legendary Starfy. It is possible that he helped design the characters for Densetsu no Starfy 2, Densetsu no Starfy 3 and Densetsu no Starfy 4 because he is credited under those games for 'Main Design', though Masao Kusakabe is credited for 'Character Design' in Densetsu no Starfy.
