In The Legendary Starfy series, certain characters speak in all katakana, such as Ogura. It may be a way to express an intimidating, or loud, or other-worldly presence, similar to all-upper case and it may be harder to read than normal case.
In the English fan translations, it also appears as alternations between upper-case and lower-case.
